My Legacy ALWAYS howls a little on startup, kind of like when your fanbelt starts to slip. However the tension on the belts all seems fine. A mechanic friend suggested that throwing talc (aka baby powder) onto the pulleys helps to stop the slippage. Tried it - didn't work (maybe it's the wrong brand of baby powder :D )

Also my steering has an unusual feel sometimes right after startup - when you pull the wheel for the first time to go left or right it feels 'chunky', as if the wheel is turning 5 degrees at a time then a slight pause then another 5 degrees etc. It doesn't ever happen apart from on startup.

Sorry if my descriptions are not that helpful, but it's pretty hard to describe these sort of things! :?

My power steering is going...started off the same as your talking and got a lot worse with time. I don't remember exactly what my mechanic said was wrong...although it leaks fluid...and he said it almost never breaks...but I have to ask him anyways, so I can fix it myself :P
So I'll tell you what I find out.

i had the same problem. the power steering belt was loose. it would also slip when you maxed out the wheel in either direction. You can have someone make the car do whatever it takes to make the symptoms show and stick your head under the hood to check. I replaced mine, it was worn smooth, and some teeth were missing. it cost me 12 bucks.
