Not for a reasonable price. Any turbo supply place can and will do it for you, but you're better off either buying a rebuild kit for your turbo from them or finding one on the Internet to order. The only strange tool you will need to rebuild an IHI RHB5 turbo is a needle-nosed snap ring tool (better known to some as a needle-nosed pliers with 90 degree bends in the tips) to get the compressor bearing off, underneath the compressor wheel. The only other thing you need to know is the retaining nut on the end of the turbo shaft should be torqued to 65 in/lbs.
Rebuild kit for an IHI RHB5 / VF-11 ran me about $80 at a local turbo rebuild place, although the parts probably cost them somewhere around $10...still better than dropping a few hundred on a rebuild that could better be saved for a larger turbo
