I have a 93 legacy rs and every time the boost comes on the car shakes and surges, sometimes violently. both the engines power delivery and boost seem to jump around however the car is so jumpy many times the boost gauge cannot react fast enough to show much change. But it seems to me it IS surging. I have tried to fix it by:
replacing the bov with a turbosmart recirculating type.
substituting a manual boost controller for the stock electronic one(now stock again).
replaced hoses and checked endlessly for vacuum leaks.
I did find one very large vacuum leak (pre-turbo) but fixing this did virtually nothing. I also unplugged the battery to try to reset the ecu still nothing.
When I checked the codes I think it indicated a problem with the wastegate but the blinking light was not clear.
Has anyone heard of anything like this? does anyone have any suggestions?

It was hard to tell which code i saw because the long flashes seemed to be just as long as the short flashes. In addition the manual tells me to unplug a connector in order for the stored codes to flash. However the plug was already unluggged and when i plugged it in is when i saw the check engine light flash. also after i plugged it in the radiator fan would run intermintently with the ignition on but the car not running.
it doesn't feel like there is no fuel but after the car bucks there is a real lack of power. it's just slow not compltely off.
Also the wastgate conroler hose had come loose and i believe that is why it threw that code. now it seems that the light just flashes with no noticable diff between a long and short flash after reseting the ecu

I'm don't think you were doing the procedure right... I don't know what manual you were referring to, but try following the instructions on this page:

Have you replaced the fuel filter and checked the sock filter on the fuel pump?
