Anyone know what this peg is for, and whether its ok for me to cut it off?

I wouldnt. I think the heater core might be in that enclosure.

It's made of the same soft plastic as the rest of the dash

I'd just be surprised that something that could get so hot would be enclosed in a soft plastic case
