TCU's interchangable ?
i have a 91 AWD turbo the TCU part No # 31711 AB373 A64-000-RRO can i use any other TCU from any other model

The part numbers are different for 90-91, 92, and 93-94... They're also different between FWD and AWD, NA and turbo, and LHD and RHD.
That doesn't necessarily mean you couldn't use a different part number -- Ciper would know -- but it would mean that part interchange databases wouldn't show them as interchangeable.
The weird thing is that 31711AB373, according to the info I have, is the part number for the TCU on a 1992 Legacy Turbo, not a 1991 like yours. I don't know what that means (my info is wrong, your car's got the wrong TCU, they're the same anyway, etc) though.
At the very least, I'm sure you have to get a TCU from an AWD car, since FWD ones won't know to drive the multiplate transfer clutch.
