I would like to get some new wheels for the legacy ('94 SS). I am assuming that the bolt pattern is 5x100, but I am unsure what the offset is. I just bought new tires, so I'd like to keep the same size. Any suggestions?

If you go with a larger diameter/wider wheel you'll probably have to go with slightly less offset to get things to fit.

offset is +55...thanks. I don't mind same size. What is the diameter/width of the turbo alloys?

15" diameter, 6" width.
I would suggest you consider upsizing a little; if you do, you can make room for WRX front brakes, which are a cheap and effective brake upgrade.

Sell the tires and upgrade to WRX Wheels and tires for cheap.
Exact fit and a nice look upgrade.
Nasioc usually can deliver a set local to you and cheap quite easily.
