Hmmm....sounds sounds really screwed up.
Remove the connector, and perform the resistance tests from the scans

See if they are around where they should be.
We need to try and narrow down the issue to the TPS or ECU/wiring.

k yeah i have done most of those tests on them, (i have 2 TPS's now) and they BOTH when doing the signal wire test go from 14ish volts down to around 1V through the sensors full motion instead of 4.7-1.6V. is that because i had the sensor not connected to the car?
either way, when i have either on the throttle body, and i test the voltage, it reads 5.1V and goes down to 5.02V...
i measured the wires resistances (supposed to be 1 M ohm minimum) and they were all fine but the ground wire which was less than one. ive checked continuity through the lines and know its all hooked up. in addition, the line is sheilded almost all the way to the sensor from the ECU.
ill do some more tests to see, but i have a feeling i installed it wrong or something, and that the original one was off as well because both sensors are acting exactly the same. i made sure pins 2 and 4 had continuity at .7mm and not at .9mm.

Your wiring is wrong. I don't know what you have mixed up...or at what connector, but it's wrong.
From the tests, it sounds like you have the battery and reference voltage messed up.
Do this for me. With the key in the ON position, remove the connector from the TPS, measure the voltage at each pin on the TPS connector (ECU side...NOT the throttle sensor). Post the results.
Make certain you are orienting the pin correctly, so you know which is pin 1 and which is pin 4.
Here is another pic of the TPS sensor and which pins are which. The pin #'s are if you are looking directly at the TPS. So when you test the ECU connector, it will be a mirror image.
From the tests, it sounds like you have the battery and reference voltage messed up.

i will do that next time i get back into the garage (im at the dorms now but my home is 3 miles away)
while i was out there, i checked the resistance between all the pins on the connector and a body ground, and they were all greater than 1 M ohm, except for the power wire... thought id throw that out there, thats all ive got till i can get back home in a couple days. (i know it has 5V though)

turns out the sensor ground wire wasnt grounded so great, but just enough to kinda work...
so i grounded that and the TPS works now. my 02 sensor is gion crazy now, i think i wired it up right, (im using the 1.8L O2 because the other one doestn work) and i get anywhere from .2v to 1.4v and im nto sure if thats right. it changes very rapidly, (through the scantool)
now it "idles" rough but the rpms climb up to 3k unless i tap the gas it goes down and almost stalls, then starts climbing again... i get 40% IAC, but i think that it might still be the problem.

alright alright, so today i fixed a vaccum leak, and started to think that maybe only my idle is messed up. it still goes right around 2000 for a while and then bounces between 1500 and 2500. i hooked up my laptop and was watching timing advance and went for a drive... ~40-50deg when free revving (sounds way too high) but i drove it around the block and when i got into boost at all the timing dropped down to 19 deg which sounds correct.
it even pegged at 9psi pulled great and smooth, i can give it part throttle and it doesnt hesitate/buck! this means all the sensors are finally working right including the boost stuff (thanks again tyler!) except for my IAC that came with the engine might be giving these idling problems (or maybe from me taking off the TPS). there is a clicking flutter sound coming from the turbo when im in boost, but im hoping its just my header heatsheild or something rattling.
anyways im pretty happy that ill be able to start the AWD swap soon, i just hope that it IS actually running safely.
