Installing fuel filler pipe

I'm getting ready to replace the fuel filler pipe on my 93' Legacy L FWD and have a question about the parts refered to in this diagram as "Packing" (#17) and "Ring ASSY" (#16). Are either of these parts reusable? Are there any other replacement parts besides the filler pipe that are needed?

Whenever replacing any part that involves seals and o-rings, it's in your best interest to get replacements. That is, unless you like doing jobs twice.

I'm sure the 'packing' is a seal of sorts. Not sure on the 'Ring Assy.'
