The STi pump actually flows less, but yes it will work, and the price is right so go for it!

If an sti is higher performance why would the pump, pump less? Would/could this effect gas mileage?

No, it won't affect fuel mileage, the pump gives the system a pressure and then the injection system uses what it need for the power asked. The fuel pump on more recent subaru works at different speed rate where our old system make the pump work at a constant speed, if i remember correctly.
You just have to make sure that your system never lack fuel, and it wont with a sti pump.
