It may have just slipped out of the Gauge cluster, those things are a bitch to get in and out. You should also check you installed the new one correctly on both sides.

like i said, its a bitch...

Is your legacy an auto? If so, the speedo cable base piece probably needs to be replaced. It's relatively common

Check the connection of the guage cluster and speedo cable first, make sure it is in fact good contact into the guage assembly.

check the base piece as listed. If those are both good......

jack up the car all 4 wheels off ground. unscrew/disconnect speedo cable at tranny, careful not to loose the rubber washer and the metal washer, sometimes stays in tranny. find a flat tipscrewdriver to fit slot where speedo cable goes into tranny.
start car, put in drive while all 4 wheels off ground. Take the slotted screwdriver and put into slot of tranny, see if the screwdriver is turning or if it turns, then stops. If it turns, your okay inside tranny. If it does not turn, or turns one revolution then acts as it is stripped, then see this link, you have bad speedo drive and speedo driven gears inside the tranny. easy fix, cheap parts, labor is a BITCH.
