This might sound like a totally stupid idea but would a water spray system work on the radiator of the air/water system on std legacy/liberty set up ( spraying onto the surface of the rad)

Yep. If your car starts to overheat while idling you can run a water hose over the radiator to keep the temperature in check. You just need a whole lot of water. Lots and lots of water... @ 8 lbs a gallon. Same for the intercooler heat exchanger.
But think about the complexity of the heat system. You'd have an air-water, water-air, air-air/water heat exchanging system.
