The gouge doesn't look that deep. It almost looks like you could mill the block down and compensate with a custom thick copper head gasket. And just for good measure you could get the block o-ring. I don't know if all the machining cost will be worth it for trying to save the block. but i am guessing you have explore that path with the mashine shops you have spoken too.
