What is the unit under clutch master cylinder?

Is this simply a device to stop us from doing clutch drops? Tried a search, but don't even know what it is called.

Can this be safely left out of the system?

Thanks

It's a clutch damper of some sorts. I'm not sure exactly how it works, but yes you can leave it out. I've removed mine.
