Basically, there's a pressure sensor nearby which is connected to that solenoid valve by a tube. The ECU tells the solenoid valve to connect either atmospheric pressure OR intake manifold pressure to the pressure sensor, depending on which the ECU wants to measure at the moment.
The dial is not a dial, it's just a plastic hood where the solenoid valve gets atmospheric air pressure from. There's nothing to adjust.
