markers, headlights and blinkers dont work.

re-doing some major wiring, im having a problem with the lights.
when i hook the battery up the marker lights come on and stay on, but the headlights dont work, neither do the blinkers, or hazard lights.
one of the only wires i have left is a black with silver tracer that, when grounded operates the illumination relay, unfortunatly even when i do that it still doesnt work.
Does anybody know more about this than me that can help?

is your hazard switch pluged in?
and is the switch on the top of steering column on?
or maybe a bad switch combo unit. turn sig washer stalks bad.
or headlight relay maybe bad?
thats assuming you did all the wiring right.
