I hear the EJ22 is one of the cleanest burning engines Subaru ever made. The EJ22T should be no different. Ive never heard of one having smog issues, just make sure everything is stock. That goes for your intake, so take the Intercooler out before you take it to the smog shop. If they know their shit, they'll know its not illegal, but alot of shops will see it and not touch the car cause of it... ive had it happen and it pisses me off.
Get it smogged and streetable, thats a sweet ride! Already 5spd and all.

So i have been way too busy to work on my car lately. I dont feel like im doing it justice and was just kinda putting a word out to see if anyone might be interested. Im in roseville. Specs are as follows. Custom powdercoated RS wheels. Coilovers (not sure of the make) WRX Brakes. Forrester Trans. Magnaflow exhaust. HID Headlights. Brand new Radiator. 16g, SAAB TMIC Has around 120k miles on the counter. Spedo cable broke no more than 1k ago as i was told. its not smogged yet and needs a little love. Has a salvaged title from being hit on the side. But it is in typical shape of a car of that year. I dont know that i can really part with it but, we will see.

So things have gotten better and the car is no longer up for sale. Started to look like i would have to sell both my cars to just pay for the monthly bills but its all better now.

Hell, I liked it so much I bought it twice (and so did the guy you bought it from). Brian, you finally have pictures of my red wagon, lol.
To answer some of your questions/concerns:
Cruise will not work, unless you redo the whole system somehow. Cruise was not a concern when doing the original tranny swap. You'l ahve to fab something up for the horn, too; that hub doesn't interface with the stock contacts so you'll have to get creative.
The suspension setup is GC coilover sleeves on WRX struts.
It is a 4.44 Forester transmission, with an Exedy organic clutch and an ACT lightweight flywheel.
Keep an eye on that IC, it likes to chew through coolant lines.
It's fully catless unless something changed, so you'll probably need a stock exhaust to pass smog.
In its current state (was running an SAFC before) it was making around 150WHP and 180-190tq on a Mustang dyno at aobut 7 pounds of boost. For comparison, a stock WRX comes in at aobut 150/150, so it's quick enough to have some fun with.
Good luck with the car, and I mean that.
