Can it be done using OEM Seatbelt parts? Like from a newer Legacy? I don't want to have to get a set from Canada for $250. Has anybody tried doing this?

Get the full set from Canada. You'll regret it if you do otherwise.
Trust me, I've done the swap.

I did a manual seat belt swap into my '91. With a little custom trim work, it looks and works great. Used some i bought on ebay.
