congrats, I hate all the little noises that come with owning a 17 year old car.
Kickin' it old-school.

Ya ya, was it broken?!

Above 7-8 psi I have a "tisking" sound too. Like air is getting chopped up and not flowing smoothely or something.

I admit that it might be my pod filter....... :(

Had the exact same noise and it drove me nuts for the last year. Then my friend told me one day he herd a similer sound comming from my exhaust when I drove away, turned out it was the wastegate solonoid taking a crap and opening and closing the wastegate very rapidly at around 5-10 psi. I just installed a Turbosmart MBC and vuala no more nose and steady boost all the way to 10 PSI. Easy way to figure this out is to re-route your vacuum lines so that the solinoid is still geting a boost signal but isn't connected to your WG then just run the wastegate off manifold pressure. You'll only run WG pressure but if the noise is gone your solinoid is the problem. The tisking noise is a combination of boost leaking out through the wastegate and the wastegate itself opening and then slamming closed against the turbine housing.
