Have you checked your cats for clogs?

I have a very similar issue with my 91 turbo. Mine runs better when it's hot though. Same funky boost readings and it actually pulles harder at 3/5 throttle than it does WOT. Sometimes the thing is mean and sometimes not. Like a lurching. The lurching does not seem to be related to boost pressure.

I've replaced:
fuel filter, air filter, pcv, plugs.

it runs the same with the O2 disconnected and the same when the knock sensor is unplugged.

I'm replacing the cats and fuel pump next!

This actually sounds like something. I never thought of the cats being clogged. It has been running better lately when it is warm. When it is cold the boost does almost nothing, I think it actually slowes down a little. And now I am getting 15MPG. EEek
