Boost issue - dont bite please

I think I got some boost issue in my first, recently bought legacy. It's 2.0 turbo '92, european version but I hope it doesnt matter so much. Car goes well but I feel like it is light pressure turbo - no kick in the back, no sufficient pulling as it should be for 200hp. Got some experience with similar turbo systems in classic saabs - they call it APC.

I'll tell you what I know and maybe someone could give me a clue where to start from. I assume it works like in almost every other car with high charging - some boost amount is always safe for the engine - let's say 0.4 bar/6 psi. If you want more than it's time for more sophisticated system with knock sensor, MAF and boost solenoid. Now I got 3 things to check, assuming I got no problems with stuck open WG, turbo, engine and boost leaks. Can't find any procedure to lead me on. What resistance/current or which plugs to check. I'll try to unplug one of solenoid hoses going to WG and be very gently with throttle. Then I will see if WG, turbo and engine are OK. I guess they are. But what next? I leave knock sensor for the end cause it could be worst thing to check - I know I will have to unscrew it and lay somewhere else to ensure it will have a peaceful place. How to check solenoid and MAF?
