They barely have a government and the few resources are consumed by the military machine that maintains power. That's why I never donate to African causes (maybe elephants if I had the money) - it all gets absorbed by the bad guys. To me, throwing money at these unstable countries is like trying to keep the Titanic afloat with million-dollar ping pong balls.
