Don't think you would really get a new car, but with the wierdness you have, they may be the only place you'll find an answer. Have to say, like whenever I have contacted them about anything they refer me to my friendly local dealer. I would feel like somebody replaced or cut and pasted your wire harness to explain the missing fuse receptacle, but you say there's no bracket or even screw holes for a bracket, so that's what's really amazing. There is the outside chance that the car was smashed in that area, and the repair resulted in a shock tower with no bracket screw holes.
Keep your eyes peeled for the website that may give info about your car being in a wreck with the VIN.
