Ok so I live in Vancouver BC. I have a 93SS with BOV, boost controller and a 2 1/2" exhaust with no post turbo cat...
What kind of cat do i want so that i can pass but still keep some of my performance.
What should i do about the BOV and not having a bypass

Just get a high flow catalytic converter. If you plan to go 3" exhaust one day, I'd suggest getting a 3" cat and put reducers in your piping, that way you don't have to buy another cat.

i failed three months ago in bc, triple car mon level, went 5 days ago with a new 02, failed car mon by double, took out my k&n and ran it through for the second time in 10 minutes and passed car mon by a few points.
they say my fuel economy is 10.9l per 100km
i'm gonna replace the coolant temp sensor, should i do anything else for better car mon levels, maf?

I failed BC Aircare 4 times
1st time: failed CO/HC - discovered that bulge was a resonator not a cat
2nd time: put cat on - still failed, O2 sensor dead
3rd time: fixed O2 sensor, still failed
4th time: 2 cats on downpipe, still failed
5th time: ran methanol, removed air filter, disabled power enrich in ECU, amazing pass, lower than average readings! went from 10g/km CO to 1g/km CO.
My only mod was a catback at the time.

I have to do emissions in WA every two years. I made it through with the td05/ 3inch exh, and 15 lbs boost. But I am still running the stock BPV and I have a full size cat as close to the downpipe as possible.
