Stumped!!! Engine bog Down, I cant find problem

Im having a terrible problem with my Automatic 93 legacy with an EJ22 N/A (has around 203k miles) it seems like it has no power whatsoever im just stumped and dont know where to go next with this. the car will drive ok when i barely push on the gas but as soon as i push even 1/4th the way down it starts to bog down and has absolutly no power, but if i feather the gas when im driving it seems to catch spots where it actully fires right and produces a dencent amount of tourqe. It threw a couple codes before but i fixed that issue but still to no avail its still running like crap. ill list what ive done so far

Throttle Body Cleaning
Throttle Body Gasket
Intake Manifold Cleaning
Intake Manifold Gasket
Valve Cover Gromets and Gaskets
New Spark Plugs
New Spark Plug Wires
New Ignition coil
New Mass airflow sensor
New Knock Sensor
New PCV valve
Vacuum Hose Check and replacement.
Fuel pressure steady at 32 psi
Compression around 165ish psi all cylinders
Fuel Pressure Regulator checks out and respons to hand-held vacuum pump.
Its not Giving me any codes either or LEAN or anything
BUT I HAVE LOW VACUUM at only 15 inch HG!!! i know its suppose to be around 20 inches but ive looked for a vacuum leak and i cant find one. im thinking it might be leaking valves but if someone could give me some insight that would be awesome.

Water temp sensor!!!!

It is located in the crossover pipe.

when i took it into a mechanic they said they swaped that part out with another new water temp sensor and it didnt help but i could try it just to check

ok so i just got done installing the new coolant temp sensor and................... nothing !!!! i have no clue where to go now..........

Checked the timing belt? A jumped belt would give the off vaccum reading you mention.

A leakdown test will check the valves, rings and head gasket all at once.

Have you verified all cylinders are firing?

Pulling each spark plug wire while the engine is running is an easy way to test this. Do the same for the injector wiring.

Beyond that, I'd also suggest checking the timing belt.
