Sounds like a hunting idle. I've had that occur on occasion. I don't want to say it's common, because it really shouldn't be, but I've seen it a fair amount of times. Could be coolant temp sensor, IAC valve, or just the fact the controls are not reacting as quickly as they should to catch the idle from dropping.

That seems a little steep.

I plan on definitely looking at it. If I feel comfortable with the way it drives and find out what rebuilt engine means, ill probably offer him like $1000.

Just for the record, $2400 might be a bit steep, but $2000 isn't enough IMHO. I wanted to show you a video of the car running when its at its worst possible point, because if you decide to come all the way to vancouver, I dont want you to be surprised that it idles funny when cold. The problem goes away when the car warms up. Your getting a lot of car for something in the $2000 price range. The 5 speed turbo leggys are getting really hard to find. Make me an offer i cant refuse....
As far as kilometres are concerned, the car has been maintained and it shows. It burns nothing. Oil was VERY clean (just changed it today). Brakes are still pretty good, tires are great. Turbo still spools great.
