I'm no expert, but I believe that the EJ22T block, while not identical to the 22b block is closed decked and has all the same features such as piston sprinklers and extra bracing for the crank. For all prac tical purposes the EJ22T block is as bulletproof and high performance as anything Subaru ever made.
It's the heads on an EJ22T that suck. The EJ22T heads have lots of valvetrain friction and they do not breathe nearly as well as the various EJ20 heads or either the dohc MY98 2.5 NA heads, or the MY99+ sohc heads from any 2.5.
As Larry Witherspoon can attest, anything that involves swapping heads immediately opens an ugly can of worms. It is just too expensive and complicated to be practical for a car that might fetch $5,000 of sold or totalled.
If you can get a modern twin-turbo JDM front clip for about $1500, that would be the way to fly. Yoy can spend $1500 in head swapping so fast it will make your head spin.
The only reason that I screw around with trying to squeeze extra performance out of the EJ22T is that my home town (Spokane Washington) has mandatory annual emissions checks and if they happen to notice engine serial numbers that to not match an approved USA engine, I can get a huge fine and my car will be denied license tabs.

Robinson's Rants about EJ22T block
In NYC, they don't care about anything when doing an inspection. I
once did an inspection on my 2000 Toyota after 1 yr. They just
scanned the VIN sticker and issued me a sticker in 2 mins. Another
time when my friend's Maxima failed emission with the muffler tip
smog sensor, the guy just pulled the sensor further so that it
sampled less exhaust air. It passed. They never verify the VIN
nubmers on the engine/tranny either. I love NY.

If you look into motor replacement at the WSP, they told me that you can
only use a newer motor, not an older one. In my pickup I went from 87 to
92 motor. $.02
