Hey Mike, I agree with you about some of those WRX vs Legacy things. But I have to ask what you mean by tuned enough, as in your offer;

By tuning I guess you mean no engine component mods, just adjustments to ignition timing, fuel delivery, etc., is that right?
And are you talking about only the N/A 2.2 Legacy or the Turbo Legacy, seems like some of both was thrown in there

The WRX engine, the N/A 2.2, and the Turbo Legacy 2.2 engines are all pretty close cousins, the Turbo engines are REAL close. I think the WRX is designed for more top end power and the USDM Turbo Legacy more for bottom end torque.
If you got rid of the turbo on the WRX I think you would find it weaker than the 2.2 N/A, which is bigger and has higher compression.
If you add an intercooler and the turbo the WRX gets, then pump the boost up to WRX levels, I think you would find the Turbo Legacy engine putting out more torque and power because it's bigger, though the WRX engine has a few things going on in the heads to its' advantage.
The Turbo Legacy gets different stuff than the N/A version all thru the car, from the engine to the trans, the suspension, brakes, and overseas the same engine as the WRX. It's true, the USDM version is a Frankenstein, but it's hard for me to think of a former WRC winner as not a performance car under the skin. It doesn't take much to unleash the potential, and I should remind you the strongest Imprezzas are not WRX's and they use the beefy 2.2 closed deck engine the Legacy has, not the wimpy open deck 2.0 the WRX has to struggle along with.
And as far as that $1000 bet goes, what do you mean by "beat"? You said it yourself, you get the right driver, and...
But like I said, I agree about some of those things. Off the showroom floor with no plans to mod, definitely the lighter WRX, for out of the box performance. If you pull out the stops and UN-detune the bigger engine, a few suspension tricks if you're into curves, and I think you could put together an old tired Sport Sedan that would surprise the shorts off a shiny brand spanking new WRX owner, for less than the WRX sticker, given equal driving talent of course.
If it's any consolation, probably the maddest I've ever been about a car company, was right after I bought my Turbo Legacy, and found out there was an overseas two liter version of the engine putting out 100 more horsepower.
