I have been using the search tool, and i learned a bit about what the code 33 is.

the base of the speedometer cable is a common fail point..?

You can check for this pretty easily. Unplug the speedometer cable from the transmission end. Attach a hand drill to the cable shaft and spin it; slowly at first. If the speedo responds, then the cable is probably OK. Obviously, it would be more promising if it doesn't respond, and it's only the cable that's broken.
my current symptoms are..

i can't tell how fast i'm going at all, and my odometer does not cycle or work.

i just read that the replacement parts for this cost between 13 and 67 $.

how am i supposed to tell which part i buy and what is actually broken?

I bet its the part connected to the outside of the tranny, It happened to me last year

So its about 8 inch long and plugs into the tranny and then the speedo cable plugs into that.
its very easy, jack up the car and look on the passenger side of the tranny, it has 2 red rubber gromets on it. it should have a slide clip and then it removes.
So pretty much lift the car and check it out its to easy

yes thats it. Mine had a couple dust boots on it but the dust boots are on the cable end not the gear like above

how do i take off the dash?

this whole thing happened when i was working on swapping out my O2 sensor, and my friend pulled on the speedo cable to get it out of the way on accident thinking it was an air hose :/

he said he pulled it down, like twords the tranny so maybe instead of replacing this part thats in the tranny, i just need to re-attach it to the guage cluster or whatever.

Ideas?

no, its very hard to pull it from the dash. It has to go along way and most likly it didnt pull out of the dash. It broke the tip off the cable end, its 99% the poiece in the picture above.

Get a flashlight and get your head under the dash you can see where it hooks up. If your hands are small enough you can get them in there CAREFULLY you can push the cable back into place. I say carefully more or less to prevent cutting your hand. Last time I cut my hand pretty good for some reason. I think I had to removed that plastic piece below the steering wheel actually, gives you a bit more area to be light around, its only 6 screws w/e.

It's probably recommended to pull the instrument cluster out to change the speedo cable. Most cars you take out a few screws whilst sitting in the drivers seat and then the instruments pull out far enough to get your hand in behind to release the cable and wire plugs. Same way to change bulbs.
