fog light aiming/ rewiring switch

Hi just got my first legacy. its a 99 L. the previous owner for some reason had the fog lights pointed up... way up... in the trees. anyways i need to adjust them but dind't see any adjustment screws. just wanted to see how you do this. also wanted to see if anyone has rewired their fog light switch so you can turn the fog lights on without turning on the lowbeams (how might i do this)

you got pics. maybe they are mounted on opposite sides than where they should be. there should be one adjustment screw on it. it will move them both vertically and horizontally though. 02 wrx lights can be swapped left to right and they cast a vertical beam instead of a flat horizontal beam.
as for your fogs on lows off, i think you can run 12v ignition on in place of the wire running from the low beam to the fog switch. can someone confirm? i dont want to spread potentially bad info.
