So I had my 91 TlLeg tuned with a PP6 (Sti 550, TD04 with supporting mods) and my numbers came to 180 whp and 242 lbs of torque.
I was wondering why such a big split in torque and hp....maybe the 22T heads?
I am going to throw on a vf39 and retune in the next couple of weeks.

A vf39 will not push it much past 200 whp.
I would save up and get better heads.
They are the most restrictive part of the engine.

I have a set of ej20h tt dohc heads laying around and I just picked up another ej22t form the junkyard. I will be building that over the next year.
My only fear is the loss of compression with these heads. I am currently researching options for a stroker set up.

It depends on the motor. With decently flowing heads, the VF39 will push 260-290 whp.
Anyways, the 22T heads with their small ports and matching intake manifold are biased towards low end torque. On lowish boost (20 psi) from my 2871R I was at about 300whp and 350 wtq. The heads fell on their face over 6k rpm though. The small ports with their high velocity at low rpm are very nice for off-boost driving though.
It's all about compromises.

I am amazed you got that much power out of it.
And yes, it is about compromise. The 22t engine's turbo and heads were chosen to provide the low end power and torque for the US market.
I have some ej20K heads that I plan to use to fix my own flow problems.

Ahhh, I got ya.
You can get decent power out of these things, but it takes a much larger turbo. The thing is, you are chopping yourself off at the knees as you already know. The unit I'm running is the 56 trim variant with the T04E housing (IIRC) which ends up flowing about 49 lb/min. Garrett rates at 475 hp, which usually seems to be conservative.
