Are the calipers used on 91 and 93 turbo legacy's the same? I
replaced the left front caliper on my 93 with one from my old 91. It
fits, it works - just want to make sure there isn't some internal
difference that will end up costing me big bucks down the road.

As far as i can remeber there is differences between 91 and 93's
brake setups. As far as what the differences are i will let someone
else tell you because i can't be sure

To my knowledge the turbo legacy brakes are the same. Non-turbo vs. turbo....there is a difference.

Brake calipers
As Josh said they are the same. The Turbo brakes use twin pot
calipers, which you can use in the N/A legacy's with no further mods.

Brake calipers
You can rebuild the old caliper, but unless you have a leak around one of the seals or a torn boot, there's no need to rebuild the caliper.
