I have no information on mileage or the pressure it was run at previously. I do know that it had been run to around 17-18 psi but I do not know the full history of it. That said, I'd be plenty comfortable putting it on my car.

I have one I'll let go for $285 (plus shipping). It has about 1/8" side to side play, but the impellers do not contact the housing (it is rebuildable). It was used for an estimated 35,000 miles at 15psi on an '04 WRX. I picked this up when I planned on going to a FMIC, but I'm sticking with a top mount instead and using a VF-39 for AutoX events.
