A few questions.
First to solve my missing temperature gauge needle, can I swap a pre-facelift gauge cluster in and have everything work correctly or will something cause an issue? And second, can I safely add one standard 55w driving light to the back up harness without frying anything? I'm looking to add a bright rear light for backing cause as we know its pretty hard to see when backing up at night and relying on the back up lights alone.

Yeah, you will have to replace the cluster. My father broke the needles on my temp and gas gauge because he 'thought' it was serviceable, although it was not. My car is a 1994 Legacy L Sedan FWD 5 Speed, and I swapped in a cluster from a 1993 Legacy AWD 5 Speed with no problems, so as long as it is from a 1993 or a 1994, it should just clip right in no problems. It also depends on whether or not your car is automatic. Automatic and manual Subarus have the same cluster, but on the manuals, they just covered up the gear selection indicator found on the middle of the cluster.
As for the reverse light, I'm not 100% sure on that one. Perhaps you can just get another light and crimp it into the reverse light wire. Maybe someone else can fill us in on this one. And I agree with you on the troubled sight with the reverse lights. 2 small like 1x3 lights don't cut it.

I'm pretty sure the pre face & post face gauge clusters are different and have different pin outs. I'd have to look at the manuals to confirm that. If you'd like to check, I've got the manuals for the 90 & 92 on my server.
For the reverse light, I would not recommend just hooking the light up. That wattage light really should have a relay wired in to provide a high current source of power and use the stock wiring as a trigger.

Instead of replacing the whole cluster, why not swap out the whole temp needle module? A few screws and it should come out.

So, if I was to get this http://seattle.craigslist.org/skc/pts/2163335926.html would I be able to just drop it in and have every light work after adding the airbag light? Or should I just get a post facelift cluster surround from a local wrecking yard? I have no idea how much the surround would cost, the last time I got one it was $10 but that was from a different wrecking yard.

That cluster is for a 90-91 MY legacy. As I mentioned, I think there's differences in the gauge clusters between the pre & post face lift legacies.
