So Picked up a 1990 Legacy L FWD that sat for a couple years, and upon inspecting the undercarriage I noticed one of the bellows was 1/2 missing (the boot was only 1/2 there lengthwise). I found via search that the inner tie rod is still good if there is no play in/out on the ball/socket. If this is the case can I just install a new boot from Autozone/oreillys ? Is there anything else I should be inspecting to make sure the rack doesn't need replacing?

I would recommend getting a boot from Subaru. The aftermarket boots tend to not be long enough and they get stretched and tear more easily. You can get reasonable prices from some of the online Subaru dealerships. I have used www.subarugenuineparts.com for several years with good results.
Look for scoring and seal leakage on the steering rack piston. If it looks alright, I'd clean it up real good and just replace the boot.
