Wastegate spring?

Not in a factory wastegate actuator. I was thinking more of a weak spring which would allow the wastegate to partially open under less-than-full boost thereby slowing the building of further boost.

my forge was on my on my VF11 boosting above 15psi no problems. But the nipple broke on on end
I purchase the OBX MBC then i installed my TD05H, so i havent tryed the forge on the TD05H, i think im going to try and repair the forge MBC tomorrow and see if it makes a difference

You could also swap the wastegate actuator (if they interchange) and see if that makes a difference.

I've never had a TD05 next to a VF11, so I couldn't say.

If you try moving the actuator by hand and it's pretty stiff, then it's likely ok. As you mentioned, I'd suggest getting your other boost controller working and try that.

I'm not exactly familiar with how either work, however...
A spring check-valve style controller sends no signal pressure to the wastegate actuator until the set level is reached. The actuator, therefor, keeps full spring pressure on the gate until the preset level is reached.
'Bleed' and adjustable orifice style controllers allow partial signal pressure to reach the actuator until the full preset pressure is reached effectively reducing the spring pressure in the actuator and possibly allowing the wastegate to partially open, slowing the further building of boost.
It could simply be a matter of the differing operation of the controllers.
