94 SS Won't start please help

Friends 94 SS will not start, issues are No spark, no fuel, no response from the ecu for the d-check.
found out that if I jump the fuel pump relay harness and power the fuel pump directly the pump will energize.
the fuel pump relay is toast.
tested the ignitor/ ran on my SS.
coil is good, cam and crank swapped for good replacements.
there isn't a response from the ecu for D-check. also swapped the ecu for another,
no response. no codes or flash for the check engine. no cracks in any harness. fuses are good
all of the sbf's are good. the four pin fuel pump relay was burnt, fsm shows a second two pin relay? where is it?
The ignition relay is a six pin relay with a brown connector tucked up in the dash on the driver side correct?
its almost as if the ecu isn't receiving any power. looked around an found fuse #14 is this under the dash in the main fuse box?? and which one is it?

I would agree with you, it sounds like the ECU is not receiving power. This diagram may help to find the relays.

Fuse 14 is the back up power supply for the ECU so it keeps its memory. The ECU doesn't use this to power itself though.

Have you checked the fusible link in the main fuse box in the engine bay?

Sure did I'll see if we can find the main relay. Might be going to a shop.

Well then it's just a matter of tracing the wiring from the battery through the fuse boxes and relays to see where the problem is. These scans may be helpful if you don't already have them.

These are for the 90 Legacy, but should give you an idea for your Legacy. The 92 FSM on my server should also have these diagrams if they're different from the 90 MY.
