This is the way I have found to get the fastest speeds in my legacy, a way to control exactly what RPM the shift occurs for every gear.
Turn on Cruise Control
Shifter in 2, power brake, manual button off. 75% throttle transitioning to full over 1000rpm span creates the fastest launch
At XXXXrpm (whatever optimum shift point you like) press the manual button (dont move shift selection from second)
When reaching the same optimum rpm SLIDE the shifter to 3, manual button still on. No need to press the shift button (it slips into gear)
Once the RPM reaches 4250 shift to D and turn off the manual button. No need to press the shift button (it slips into gear)
This method will get you slightly over 100 while keeping the car in the best RPM. After that you will either stay in 3rd until 115 (near redline) or have to release the pedal slightly to get the next shift. The cruise control lowers the 4th gear shift map. Release the throttle to 90% and the 4th gear shift will take place. As long as the vehicle is above 4k rpm you will stay in fourth.

You'll find that that getting over 115 is hard, 3rd gear is winding out but 4th doesnt quite have enough power and you cant floor it without shifting back to 3rd. Once you get to about 122 you can get into 4th with WOT and start to speed up again.
Realize the speedometer isnt as accurate at such high speed. Most likely you are going 3mph less than whats listed with stock tires. Using WRX sized tires I was able to get my sedan upto about 128. With my wagon using 205 50 16 I was able to hit about the same (showing higher on the speedo). Realize the top speed may be higher but I dont like to run full throttle for 2 minutes straight just to gain another 2mph.

I have to check, I should mention Im using a later impreza transmission in my 90 wagon which has the redesigned fourth gear. The LSD was a 4.44 unit from a JDM legacy which I changed over to 4.11 .The TCU is from a 1991. The sedan has a normal 90 4eat with 4.11 finals.
Ive been thinking of adding a switch to tell the TCU that cruise control is active seperate from the actual cruise control button so that I can always have the modifed shift map. Combine that with the TC lock switch and you can decrease your time by alot.

ciper have you tried doiing this buit starting in 1st? Apparently the tcu uses a more aggro map on AWD in 1st.
