A/T transmission issue-1991 Legacy Turbo

Hello all, i just found a 91 turbo and it has a problem with the transmission (i think) unless its a control issue. Anyways, the car wont start unless i put it in neutral. No flashing power just simply wont start in the park gear. The car does go into park when its started but just wont start in it.
Any thoughts? similar issues?

It's probably an issue with the shift lock (key interlock) system or possibly the inhibitor switch in the transmission.

I've got wiring diagrams and info from my AWD & 5spd swap that may help in diagnosing the issue.
