When the car's moving fast, the ECU normally turns the radiator fans off, since there's enough air passing by the radiator anyway. I suspect that part of the code 33 failsafe condition is that it continuously runs the fans.

When the CEL came on this second time after resetting, was it still both codes 33 and 24?

radiator fans are on because of error code 33. When my speedo sensor went out, that's what happen with mine too. If I reset the ECU...it'd be fine for a little bit, as I drove around, it had the problems.
