I found the soruce of all these "experts" on the 22B engine.

On the 22B.com site under the "Technotes/The 22B story" section one line mentions that "The engine was bored out to 2.2 litres, retaining the same stroke as the stock 2.0 litre engine."

I feel this should read something to the effect of:
The 2.0 liter engine as used around the world was the base for the EJ22 in the American market. This came in normally aspirated from in different Legacy models between 1990 and 1998, Imprezas 1995-2001 while the turbo version was available from 1991-1994 in the Legacy. The 2.2 liter turbo engine block was a fully closed deck with steel cylinder liners. A slightly modified version of this block was the base for the 22B engine. The most noticeable change in this later version of the 2.2 closed deck engine was the removal of oil squirters for the piston bottom.

On the "Technotes/22B History" It reads "STi takes the engine and bores out the normal 2 litre lump to 2.2 litres."
This is incorrect. The casting of the block includes the EJ22 stamp right between the power steering pump and the alternator, not ej20. The steel cylinder sleeves on the 22B engine are cast into place not pressed in, the thickness of the cylinder sleeves on an EJ20 are not thick enough to increase bore by this much so pressed in sleeves would need to be used. An image of the EJ22 stamp in the block, showing that the engine had the final bore at production time and wasn't bored and resleeved is available.


Many unknowing members of the Subaru community read the wording on that page and take it as gospel. That site is used as the authoritative source on 22B information.
