I can't seem to access it in IE. I tried mozilla and it works fine. Probably a setting.

You do need JavaScript turned on; they haven't yet unveiled their non-JavaScript version.

JavaScript doesn't have anything to do with Java. Gmail doesn't use any Java applets.
What browser are you using on your workstation? Any of the recent Mozilla or Fire-whatever browsers should work fine with Gmail.
