So I have this Bosch BOV with an electric solinoid. Is there a way to test it before I install? I have tried both vacumn line and electric solinoid but I can't blow through it at all. Or should I be able to?

Where did you find it? Never seen a BOV with a wire before. When you said you tried the vacum line, you you put a vacum on it right?
You can always try it out, my stock valve works when I rev the engine and then off real fast. You really got my interest with the electric part, now I want to know how it works.
