Brake light issues

I've got a '93 Legacy sedan. All of my brake lights are out (including the high mount lights). I've replaced all the bulbs, and checked the fuse, but it hasn't helped. What else could be causing this? And what's a possible solution? Thanks for any help!

Maybe the switch at the top of the brake pedal?

Just the brake lights, not the taillights also? Could be a ground or power issue. Is there rust/damage/water ingress to the lights? Check the connector and the grounds where they meet (common ground for alll brake lights or power, though a short would blow fuses).
