Funny warning lights behaviour

Hey guys,

I have a 90 Subaru legacy.

The warning lights on the dashboard(Oil Temp, Brake,Stop Lamp,Battery) do not come on sometimes when I turn the ignition on ( but not start the car). However, if I press and release the brake pedal they all come on. Why would this be happening and is it a problem if they do not come on?

However, the Check Engine and Oil light always come on and go off when I start the car as they should.

sounds like an alternator issue.
