Weird Hi-beam problem

I have a weird problem in my 94 turbo sedan. When I drive at night the low-beams work fine, however when I try to go to hi-beams the headlights cut out and they go dark. I'l have to flick it from low beams to hi a few times then the Hi-beams will come on and stay on. Both bulbs act identically so my bulbs aren't messed up. Anyone know what it may be?

Isn't there a seperate high beam relay also?
