In the US there is very little in the way of regulation and control of spectators at many rallies. In Canada, CARS has now institued a safety plan that was required by our insurance carrier, which includes things such as the use of designated spectator areas only, etc.

When spectators can be anywhere they please (even if they think its safe) you have a much higher risk of spectator fatalities, such as what happened at the Sawmill ClubRally this past saturday in PA.

This does suck big time. I'm betting that it is temporary, a token gesture of respect and a gesture that they care about safety. Even though it was a tragedy, I don't know if there is anything else they CAN do about it.
