If the green ones are connected, they "should" cycle.
That image is mislabled as far as the ECU goes.
This image is better
On some of the 92-94 models, the green connectors are on the right of the steering wheel. Look some more for the connectors.

So if they green ones are connected they will cycle. So your saying they have to be connected. Now I am officially confused.

No I'm not saying they are connected. I'm just saying that when the green connectors are connected and the key in the ON position, but engine not started, the fans will/should cycle on and off every few seconds, regardless of engine temp.
I'd highly recommend finding the green diagnostic connectors and verify they are not connected.
