Electrically augmented superchargers are out there. They are intended to spool up the turbine so lag is reduced. The electric motors that drive them are powerful and expensive.
But here you have a purely electrical device alleged to provide what it takes a computer derived aerodynamically advanced compressor wheel, made out of exotic material, spinning at 100,000 RPM provides, with a small plastic fan, spinning at a few hundred RPM.
I don't think so.
Unless you're looking to gain one sixty-fourth of a horsepower at idle, and drastically less as your engine speed increases. An automotive engine consumes a tremendous volume of air. It would take one a hell of an electrically driven plastic fan to keep up.
But don't take my word for it. Here is an opportunity for an experiment which should demonstrate to all interested. First locate a willing healthy test subject, and offer to pay them five dollars to assist.
To conduct the test to determine the differences in capacity of the fan and an auto engine, by a similar fan from Computer Discount Warehouse for a dollar. Get some duct tape and attach it to a toilet paper tube, so the test subject will have something he or she can get his or her mouth around. Plug the fan in and check out the pressure and volume it delivers into test subjects mouth. A healthy test subject should have no trouble holding their own against the fan.
Now observe the test subject do the same thing with your exhaust pipe while somebody floors the pedal. You should detect a significant difference in the test subjects' reaction and ability to counteract the exhaust flow.
Pay the test subject the agreed upon $5 and consider it money spent more wisely than for the advertised product.

I believe various fan gizmos have been mentioned here before - including cfm flow rates of turbo, NA and fans. There are some industrial fan units which can do the job but questionable on what throttle position etc. at which they operate bla bla...
