Rain gutter paint peeling

rain gutter thats black is starting to peel off in spots-is there a fix thats good besides electrical tape. Thanks Dave in Tahoe.

As a related topic what is the easiest way to remove the part? Is there anything we have to be careful of when removing?

pull out the rubber weather-stripping that runs alone the door lines. You'll then see a million little gold sheet metal screws, take these out and the part will come off, along with the metal weather-stripping holders.
