steel belt separation

This morning I was checking my tires and to my shock I found that one of my Michelins had the edge of the steel belt had separated from the tire in several places about an inch in from the outside edge of the tire. The tire was down to its treadwear indicators and wearing evenly across the tread. But a .035 blade could easily fit under the steel belt. About a week ago I noticed small little cuts in the tire and I was wondering what I ran over. Now I know what was happening.
